Sean R. Hanover, Esquire

Principal Attorney

Attorney Hanover has been associated with law since graduating with double Master Degrees in Human Resources (employment law) and Industrial Relations (union law) from St. Francis University in 1996.

He obtained his juris doctorate from the University of the District of Columbia in 2008 and maintains a vibrant practice focusing on immigration, family law, criminal defense, and business law.

Through his work in the asylum arena, Mr. Hanover has become accomplished at defending gang members and individuals convicted of drug offenses, and other serious crimes, in immigration court. He has expanded the criminal defense aspect of Hanover Law to include Felony 1, Felony 2, and capital cases.

Hanover's experience in family law covers custody and divorce proceedings in DC Superior Court, and Federal Court. He has specialized experience in high value estates, and sensitive neglect, protective orders, and abuse custody cases.

In addition to his law practice, Mr. Hanover owns HHC, an IT consulting company based in Fairfax, VA. HHC specializes in Drupal development, a form of open-source PHP/MySQL CMS. His experience as an IT Business owner provides excellent insight for his small to medium size business legal clients working in commercial, non-profit and government sectors.

Contributing to the legal community is important to Mr. Hanover. He is an active author in the American Immigration Lawyers Association (AILA) with publications ranging from foreign military spouses to paralegal course books. He maintains a blog at www.hanoverlawpc.com.

Stephen Salwierak, Esquire

Stephen J. Salwierak has been practicing law since 2010, representing individuals and businesses in a wide array of civil and criminal matters. Prior to joining Hanover Law, PC in 2012, Steve operated his own law practice while also contracting with major law firms on corporate litigation matters and defense against federal investigations. At Hanover Law, he provides a full battery of support for clients, focusing his practice especially on Family Law, Criminal Defense, Landlord/Tenant Disputes, General Civil Litigation and Immigration matters. A pragmatic practitioner, Steve approaches each representation by focusing on the objectives of his client, and tailors his approach to achieve the most favorable outcome by the means best suited to reach his client’s goal, and is equally adept at negotiating when possible, and litigating when necessary.

Steve earned his Juris Doctor degree from the University of Oklahoma College of Law, where he was the president of his class, served as Judicial Chair of the Board of Advocates, was a member of the school’s Board of Governors. While at OU,he competed in intra-school and national advocacy competitions where he received commendations for his performance. While in law school, he spent time studying in England at Oxford University and at the Georgetown University Law Center in Washington, D.C. He received a Bachelor of Arts degree in Political Science and Gender Studies from the University of Notre Dame, and continues to live and die with the performance of the Fighting Irish athletic teams.

Steve is licensed to practice in all state courts of the Commonwealth of Virginia and the District of Columbia, as well as the U.S. District Court for the Eastern District of Virginia, and the U.S. Circuit Court of Appeals for the Fourth Circuit.

He is an active member of the Virginia Bar Association, Fairfax Bar Association, American Bar Association, and the Notre Dame Alumni Club.

Charles Hatley, Esquire

Attorney and Counselor at Law
Charles Hatley joined Hanover Law, P.C. in 2013. He is an Associate Attorney focusing primarily on family law, civil litigation, and defendant oriented criminal litigation.

Charles earned his Juris Doctor degree from the University of Toledo College of Law, where he graduated in the top of his class. While in law school, Charles won the Charles W. Fornoff appellete advocacy competition. Charles also pioneered the Native American Law Student Association and served as president of the Business Law Society and the Intellectual Property Association. Before law school, Charles graduated Cum Laude from Indiana University with degrees in Political Science and International Studies. While at Indiana University, Charles started the Native American Student Association and served as the president of the Political Science Organization and American Democracy Project. Charles also pioneered several programs focused on integrating higher education into the local Native American community.

Before joining Hanover Law, Charles clerked for the Honorable Judge Gary L. Byers and worked extensively in Labor and Employment law.

Charles is licensed in Virginia and is a member of the Fairfax Bar Association, Virginia Trial Lawyers Association, the Virginia Bar Association, the Federal Bar Association, and the Ohio Bar Association.

In his time with Hanover Law, Charles has a significant list of accomplishments that include:
  • Settling automotive warranty dispute resulting in the reimbursement of all costs and damages
  • Successfully arguing for increased spousal support and child support in Pendente Lite hearings.
  • Successfully defending against charges of reckless driving resulting in a return of nolle prosequi for all charges.
  • Defending against mandatory jail time for a defendant with multiple DUIs.
  • Successfully defending against assault charges.
  • Eviction of non-paying tenants and payment of all damages.
  • Settling of employment dispute resulting in full payment of disputed amounts.
  • Incorporating an American based C-Corporation for foreign clients.
  • Drafting sales documents and overseeing the sale of a prominent D.C. restaurant.
  • Defense of Identify Theft allegations resulting in no charges.
  • Pioneered a program to assist low-income individuals with drafting living wills, medical directives, and power of attorney documents.
  • Reinstated maternal, unsupervised visitation rights with for an absued mother's children.
  • Substantial Pro-Bono work with a local homeless center and the Fairfax Bar Association.

Lilith O'Connell, Esquire

Attorney Lili O'Connell joined Hanover Law in 2014 bringing with her extensive criminal and traffic litigation experience. During her career, she has successfully defended several high-profile criminal cases with great success. While Ms. O'Connell enjoys the courtroom, she has gained a reputation as an attentive listener and counselor for her clients in and out of Court.

Ms. O'Connell is originally from New England and completed both her Law Degree and Bachelors degree at the University of Connecticut. While in Law School, Ms. O'Connell competed successfully on the University of Connecticut Moot Court Board and placed highly in several appellate advocacy competitions.

Ms. O'Connell is an avid supporter of animal rights. In her spare time, she enjoys riding her horses.

Ms. O'Connell is a member of the Virginia State Bar, the American Bar Association, and the Fairfax Bar Association.

Charlet Herr, CPC

Practice Manager
Charlet is the administrative manager of Hanover Law, working in both our Fairfax office, and our office in DC. She brings a wealth of experience in practice management from her over 20 years of office management in the medical field. Her understanding of client issues, ability to relate closely to the challenges experienced by distraught family members, and her excellent managerial skills, contribute significantly to the well running of the firm.

Ms. Herr is also responsible for client relations, often conducting initial interviews and providing advanced paralegal services on behalf of the attorney working at the firm. She is currently working towards BIA certification to represent immigration clients before the immigration court and appeals tribunals.

Ms. Herr completed school in Texas before moving to Virginia for more advanced medical and administrative management training. Her Certified Professional Coder (accounting certification) designates her as a professional, diligent officer with uncompromising business integrity.

Our practice manager is at the forefront of expanding our firm's capabilities. We are planning to open a real estate practice where her recent successful completion of real estate training and classes will make her a leader in this area.
